@kaxil, the maintainer suggested getting a second look from you since this PR touches the skip-dependency changes from #73959. I've updated `NotPreviouslySkippedDep` to handle transitive skip decisions while keeping the `followed` behavior limited to direct parents, and added a Branch → Join regression test.
