Add v3-4-test to CI, dependabot, backport, and fork-sync configuration
(#74219)
The v3-4-test release branch was cut for the 3.4.0 release cycle, so the
automation on main needs to track it (switching off the now-retired
v3-3-test):
- dependabot.yml: switch release-branch dependency updates to v3-4-test
- milestone-tag-assistant.yml: add v3-4-test to the push-branches list
- ci-notification.yml: switch the workflow-status matrix branch to v3-4-test
- boring-cyborg.yml: move the dev-tools backport auto-label rule to
v3-4-test
- dev/sync_fork.sh: switch DEFAULT_BRANCHES to v3-4-test
- scheduled-upgrade-check: rename the per-branch workflow to v3-4-test
