@vincbeck Removed the mode-transition handling and its tests, and documented the limitation. The changes are pushed; 86 CLI tests and targeted mypy passed. After this merges, I plan to open the separate operational/audit access PR discussed earlier, keeping transition support outside its scope. Does that separation sound right?
