    Skip inclusive-language check for non-English UI translations (#75247)
    
    The check's English word list matches by bytes, so in UTF-8 a non-ASCII
    letter counts as a word boundary: German "Erhöhe" trips the `\bhe\b`
    rule. Translations mirror the English source strings, which stay
    checked, so scanning them only produces false positives.
