Extend `Credentials.load()` in `airflow-ctl` to catch `json.JSONDecodeError` alongside `FileNotFoundError`. When credentials files are empty or contain corrupted JSON (such as during parallel test execution or unexpected file truncation), `Credentials.load()` now cleanly treats them as missing credentials rather than raising an unhandled `JSONDecodeError`.
