zizmor-pre-commit 1.31.0 dropped Python 3.10 support, so the dependabot bump in #1698 failed CI: the hook could not be installed with our `python310` default language version. This applies the same bump and switches the default Python for hooks to 3.12, which is what CI already sets up.
