The log link of a task instance in a task loop doesn't lead to that
iteration:
- `TaskInstance.log_url` puts `region_index` where the UI expects a map
index. For a task in a loop that isn't mapped, `region_index` is the iteration,
so the link is `.../tasks/<task>/mapped/<iteration>`, a page that doesn't exist.
- `RuntimeTaskInstance.log_url` uses only the public map index, so every
iteration of a loop gets the same link.
Both now build the link the UI builds itself (`getTaskInstanceLink` in
`ui/src/utils/links.ts`): `/mapped/<map index>` only for a mapped task, plus
`region_id` and `region_index` query parameters for a task instance in a
dynamic region. Links of task instances outside a region don't change. On the
stored task instance, telling a mapped task from a loop iteration needs its
task; without it the link has the region parameters only, which the UI resolves
the same way.
These links reach users through failure emails, notifiers and OpenLineage
events.
