Adds `jason810496` to the sender allowlist that gates the `Publish Docs to
S3` workflow.
I release the TypeScript SDK, and each release needs its API reference
republished from the release tag:

-f ref=ts-sdk/1.0.0-beta1 \
-f include-docs=ts-sdk \
-f destination=staging
```
Today that dispatch starts and then skips every job, so each SDK release
needs another committer to run it. The staged TypeScript SDK reference still
shows `0.1.0-beta1` for this reason.
Only `publish-docs-to-s3.yml` is changed here. The same allowlist appears in
five other workflows, which I have left alone.
