Backport of #75142 to `chart/v1-2x-test`, so pull requests to this branch report the "CI passed" check that the "Require CI on release branches" ruleset requires. This is an adapted backport. The branch still runs CI from the combined `ci-amd-arm.yml`, so the "CI passed" gate job is added there and `check-ci-gate-needs` checks that workflow. The `.asf.yaml` rulesets, the newsfragment workflow trigger and the committer docs only take effect on `main`, so they are left out.
