Backports the CI changes merged to `main` today that the backport bot could not apply, in their original order, one commit each: - Keep a Breeze test's --dry-run from leaking into later tests (#75589) - Run shared distribution tests in a single CI job (#74566), a prerequisite of #74889 that was never backported - Run maintainer and canary CI on self-hosted RunsOn runners (#74889) - Check newsfragment PR numbers in static checks instead of a separate workflow (#75612); its documentation conflicts were resolved by keeping this branch's text and updating only the sentences about the newsfragment check - Report EC2 Spot interruptions on pull requests and keep them out of Slack (#75615) #75588 and #75611 are not included: they change only the fork CI monitor and reconciler, which run from `main` for pull requests against every branch.
