The "Update constraints" job in `finalize-tests.yml` checked out the constraints branch from the repository the run belongs to. Forks do not carry the `constraints-*` branches, so every canary push in a fork failed at that step with `A branch or tag with the name 'constraints-main' could not be found` (example: https://github.com/higrys/airflow/actions/runs/40319824938), which then failed "CI passed". The job now checks out the constraints branch from `apache/airflow`. Committing constraints moved to `update-constraints-on-push.yml`, so this job only diffs: it needs neither persisted credentials nor full history (`fetch-depth: 1` also skips fetching every tag).
