Follow-up to #75504. The zh-TW locale now writes `_one` entries with a
literal `1` instead of interpolating `{{count, number}}`, but the locale
guideline still said to use the same translation for both suffixes, which no
longer matches the files.
The Plural Forms section now documents both cases:
- noun keys such as `dagRun` keep identical translations for `_one` and
`_other`
- count keys such as `taskCount` write a literal `1` in `_one` and keep
`{{count, number}}` in `_other`
