Lift the `<0.137` FastAPI cap by moving to cadwyn 8.1, which supports FastAPI's lazy router inclusion. The newer FastAPI also exposed two real issues, fixed here: `TIStateUpdate` now uses pydantic's `Discriminator`, and Execution API trace-context injection now reaches routes inside included routers (it was silently a no-op). #69811 targets the same cap with a different approach (cadwyn 7.1 and rebuilding the Execution API router at build time).
