Enables auto-merge, so a PR can merge as soon as its checks pass. Until now `main` had no requirements, so there was nothing for auto-merge to wait for. A new "Require prek on main" ruleset requires the `prek` check. People with the Write role can bypass it to merge without a green prek. It uses the raw ruleset payload because the convenience syntax can only name teams as bypass actors (the same approach as apache/airflow's `.asf.yaml`). The Terraform plan is not required, because it only runs when `terraform/` changes. "Default Branch Protection" stays as it is, so deletion and force-push of `main` remain blocked for writers.
