The Fork CI monitor ([this run](https://github.com/apache/airflow/actions/runs/40415389369)) could not report job statuses for #75695. Its `POST repos/apache/airflow/statuses/<sha>` failed with `net/http: TLS handshake timeout`. #75692 made the monitor retry GitHub server errors (HTTP 5xx), but a network failure from `gh` was still fatal on the first attempt. The monitor now retries these as well: - **Connection failures**: `TLS handshake timeout` and `dial tcp …` (connect timeouts, refused connections, DNS lookup failures). These are retried for every call, including creating a comment, because the request never reached GitHub and so cannot have taken effect. - **Connections dropped mid-request**: `connection reset by peer` and `unexpected EOF`.
