CLI Dag loading now uses the bundle-aware loading helpers. The older unregistered file-location loader has no callers, leaving its AIP-66 migration TODO without an active path to migrate. Functional suite and benchmark results below use the combined deletion commit `5a27d8338d` (base `ead86184fb5d`). The deletion patch is unchanged after rebasing onto `8b5306690a`; fast/manual hooks passed again after rebase. Validation: individual fast/manual static checks passed. On the combined deletion tree, all 12,042 core database tests passed; the core non-database suite had 5,524 passes and 12 executor-loader failures. The exact same 12 failures reproduce in the full suite on unchanged `main` (`ead86184fb5d`), with identical pass counts.
