Agreed, done in b88752f5: with `durable=False` the operator defers to `PowerBITrigger` without a refresh id, as 15.2.x did, so only the triggerer talks to Power BI and every try starts a new refresh; `handle_refresh` is the callback, as before. The worker starts the refresh only when the operator is durable, which the operator docs and docstrings now say, and below Airflow 3.3 nothing changes on upgrade. Two tests cover the path: the deferral itself, and the full lifecycle (start in the trigger, defer again to poll, complete on the worker).
