URL: https://github.com/apache/airflow/pull/75749

As titled - it's time to let RunsOn run the backport PRs.

   <details><summary>AI Summary</summary>
Backport PRs that `cherry_picker` opens are authored by
`github-actions[bot]`. The bot rule in `_use_runs_on_runners()` matches every
bot, so these PRs always ran on public runners, although a committer's merge
(or a dispatch of `backport-cli.yml` by a user with write access) started them
and they come from a branch of `apache/airflow`.

A PR now skips the bot rule only when all of these hold:

   - the author login is exactly `github-actions[bot]`
   - the head ref starts with `backport-`
   - the head repo is `apache/airflow` (the existing rule 9 check)

Dependabot PRs, the `ci-upgrade-*` PRs that `upgrade-check.yml` opens as
`github-actions[bot]`, other bots and fork PRs keep using public runners. The
labels, `USE_PUBLIC_RUNNERS` and the non-apache repository check keep their
precedence.

This adds no new trust: anyone who can create a `backport-*` branch in
`apache/airflow` can already push a branch and open a PR that runs on RunsOn.

Once merged, `v3-4-test` needs the same change backported.
`airflow-ctl/v0-1-test` and `chart/v1-2x-test` have no RunsOn routing at all,
so this does not reach them.
   </details>
