`terraform init` on a Mac adds the `h1:` checksum of the macOS provider package to `.terraform.lock.hcl`, so every admin run of `terraform/runs-on-access` (applied by hand) left the lock file modified, and `terraform init -lockfile=readonly` failed there. Both lock files now carry the `h1:` checksums for `linux_amd64`, `darwin_arm64` and `darwin_amd64` from `terraform providers lock`.
