## Why
- Every UI page downloads the 1.5 MB graph layout engine twice
- That slows the first load of every page, not only the graph view
## How
- Import only the ELK API, since the hook already supplies its own worker
- Keep the same-origin blob worker from #65031 as is
## Results
Local breeze (postgres, example Dags), median of 5 runs, cold cache.
The entry chunk goes from 7.86 MB to 6.41 MB (gzip 2.31 MB to 1.87 MB).
