Expose the Python documentation builder's existing worker limit as `breeze build-docs --jobs N`. This lets machines with limited memory reduce concurrent Sphinx workers; omitting the option keeps the current default. Validation: 23 command tests and 2,162 Breeze tests passed (one skipped). All 116 docs builds and required core/Sphinx checks passed on the combined validation tree.
