URL: https://github.com/apache/airflow/pull/75937

This PR replaces the "Prepare breeze & CI image" step with
`./.github/actions/breeze`. The "Prepare breeze & CI image" step restores and
loads the CI image. However, every later step runs on the host, so the job does
not need the CI image.

This PR also removes the "Clone airflow-site" step. The job does not need
the clone.
   - The publish, back-reference and validation steps only read and write
`docs-archive/` in that directory. The apache/airflow-site repository has no
`docs-archive/`, so these steps only see the docs that the job itself has just
published. The archive of published docs is in apache/airflow-site-archive.
   - "Upload documentation to AWS S3" is the only step in this job that uploads
files. This step runs only in canary runs. It syncs `./generated/_build` to
`s3://apache-airflow-docs`. It does not read `/mnt/airflow-site/airflow-site`.
So the step uploads the same files as before this change. Whether or not the
job clones apache/airflow-site, `docs-archive/` never leaves the runner.
