Split out of #76007.
Every writer of task and asset state store values rejects null: the
Execution API and public API put bodies, and the Task SDK setters. A missing
key is already a 404. But if a state store backend returns a JSON `null`, the
read endpoints still answered 200 with `{"value": null}`.
This treats a stored JSON null the same as a missing key in the task state
store read endpoint and in both asset state store read endpoints (by name and
by URI), so a successful read always carries a value. The spec stays
`JsonValue`, so there is no Execution API version change.
