Both CI rulesets require `CI run started` on every release branch, but the fork CI monitor only reported it once the head commit had a `ci-amd.yml` `pull_request` run. Not every base branch runs its pull request CI in `ci-amd.yml`: - the airflow-ctl release branches run `airflow-ctl-tests.yml` - release branches cut before `ci-amd.yml` existed (e.g. `chart/v1-2x-test`, `v3-1-stable`) run `ci-amd-arm.yml` - the older v2 and providers release branches (e.g. `v2-11-test`, `providers-fab/v1-5`) run `ci.yml` On those branches the check stayed "expected" forever, so a pull request could not merge without a committer bypass even with `CI passed` green. #76221 (`airflow-ctl/v0-1-stable`) hit this and was unblocked by posting the status by hand. The monitor now accepts a `pull_request` run of any of these workflows. The other uses of `ci-amd.yml` in the reconciler belong to the fork CI gate and are unchanged. Ran locally: `dev/breeze/tests/test_fork_ci_reconcile.py` and `test_fork_ci_messages.py` pass; the new test cases fail without the change. ruff, mypy-dev and the pre-commit prek hooks pass. --- ##### Was generative AI tooling used to co-author this PR? - [X] Yes — Claude Code (Opus 5) Generated-by: Claude Code (Opus 5) following [the guidelines](https://github.com/apache/airflow/blob/main/contributing-docs/05_pull_requests.rst#gen-ai-assisted-contributions) 🤖 Generated with [Claude Code](https://claude.com/claude-code) -- This is an automated message from the Apache Git Service.
