The "Deps" jobs need only the CI images, but as part of `finalize-tests` they waited for every test to finish and then ran for up to 17 minutes. In canary run 41207979237, `finalize-tests` started at minute 59 and the run ended at minute 78. The image-cache push was done at minute 69. This moves them to their own `dependency-upgrade-summary.yml`, started once the CI images are built, so they finish well before the tests do. `CI passed` and `check-timed-out-jobs` still need them, so a failing summary still fails the run. The report inputs keep their artifact names, so `dependency-upgrade-report.yml` is unaffected. The jobs now also run when tests fail; before, they ran only after the tests had all passed.
