Backport of #76375 ("Let non task callers set and delete variables over
execution API") to `v3-4-test` for the 3.4.0 RC.
The auto-backport skipped it (cherry-pick conflict), so this is a manual
backport. Conflicts resolved:
- `execution_api/routes/variables.py` — the import block conflicted because
`main` already carried an expanded security-token set from earlier PRs not on
`v3-4-test`. Resolved to the branch's existing tokens (`CurrentTIToken`,
`get_team_name_dep`) plus the one new symbol this PR actually uses,
`allow_non_ti_writer`. The `@allow_non_ti_writer` decorators on
`put_variable`/`delete_variable` applied cleanly.
- `execution_api/test_security.py` — re-added the imports the new tests rely
on (`DagModel`, `DagBundleModel`, `Team`, `conf_vars`, `clear_db_teams`); these
pre-existed on `main` but not on this branch.
`security.py` and `versions/v2026_10_30.py` auto-merged cleanly. `ruff
check`/`format` pass on all four files.
