#74022 moved the code that syncs Dag permissions from core into `FabAuthManager.sync_dag_perms`. That method first shipped in FAB provider 3.10.2. With FAB provider 3.6.0 to 3.10.1, the Dag processor stops applying `access_control` and does not log anything.
