#74022 breaks the sync of Dag-level permissions in 3.4.0rc2 when `apache-airflow-providers-fab` is 3.10.1 or older. With these versions, core no longer writes the permissions from a Dag's `access_control` into the FAB permission tables. #74022 is not on the list, but its fix needs to raise the minimum FAB version to 3.10.2.
