The bug appears to happen when we restart the webserver (which we do frequently 
because we've automated our airflow deployment) and *might* be fixed after 
going through the UI, editing the pool size, save, changing it back to the 
original value, and saving again.  Does anyone have an easy way that we could 
simulate that programmatically as part of our deployment? And/or if someone 
could point me to the relevant parts of the code base I can try and dig a 
little deeper.
