[AIRFLOW-2228] Enhancements in ValueCheckOperator
Allow ValueCheckOperator to accept a tolerance of
1.
Modify pass_value to be a template field,
so that its value can be determined at runtime.
Add tolerance value in airflow exception.
This gives an idea about the allowed range for
resultant records.
