This reverts commit ad535796c46714c312cb538a6261616ecf77e44f. It seems that we can't use repo1.maven.org for APT/Yum repositories. See also: https://github.com/apache/arrow/issues/46083 This also has a change that replaces apache.jfrog.io with packages.apache.org. packages.apache.org is an alias of apache.jfrog.io.
