[Website][R] Update NEWS for 20.0.0 and 20.0.0.2 (#656)
This updates the changelog page so it's up to date with the latest
release (20.0.0.2). Note that my commit mentions `maint-20.0.0.1-r`: Jon
had to resubmit 20.0.0.1 and incremented the patch number when doing
that but we didn't create a new patch maint branch.
I've verified locally that this looks correct.
