Bump `rand` to `0.10` in the arrow crate. Since we expose functions that
rely on the rand API, this is a breaking change. Also because `half`
doesn't support `rand` `0.10` (see
https://github.com/VoidStarKat/half-rs/issues/144) we have to remove
dependency on its `rand_distr` feature and handroll it ourselves.
