Identify the chronoutil-derived MIT code in the root LICENSE.txt (#11151)

Closes #11098.
# Rationale for this change
`arrow-array/src/delta.rs` is copied from the chronoutil crate under
MIT. NOTICE.txt credits it and `arrow-array/LICENSE-MIT` carries the
license text, but the root LICENSE.txt is the bare Apache 2.0 text and
neither names the component nor points to that file, which Xuanwo raised
on the 60.0.0 vote thread and #10525 lists as required for 60.1.0.
# What changes are included in this PR?
A short section appended to LICENSE.txt: the file path and license, the
component it derives from, and a pointer to `arrow-array/LICENSE-MIT`,
which holds the copyright line and the full text. The copyright and URL
are not repeated here because NOTICE.txt already carries them. The
separator and `path: LICENSE` heading follow apache/arrow's LICENSE.txt;
that file inlines each third-party license in full, whereas this points
to the existing file, which is the form Xuanwo suggested. Happy to
inline the 21 lines instead if that is preferred. delta.rs is the only
source file in the tree with a non-Apache header (`git grep -l -E '^//
(MIT License|Copyright \(c\))' -- '*.rs'`), so this is the whole
coverage gap.

Text only. No script in `dev/` or `.github/` parses LICENSE.txt; the
three `Cargo.toml` files that list it only package it.
