MINOR: [Docs][Python] Mention explicit None partitioning options for
pyarrow.parquet.read_table (#45163)

pyarrow.parquet.read_parquet does support using `None` as the partioning
argument (and is required when not using partitioning).

    This adjusts the documentation accordingly.
