GH-51636: [CI][Python] Switch back to Pandas release for Python 3.15
(#51637)
### Rationale for this change
Prior PR #50943 switched requirements-test.txt and
requirements-wheel-test.txt to use the Pandas nightly builds for 3.15 support.
This PR undoes those changes, now that Pandas 3.0.6 has support for Python
3.15:

Reverts changes to use Pandas nightly builds for 3.15 testing.
