ci: use UCRT64 MSYS2 packages for x64 vcpkg builds (#4956)
The Windows x64 `C/C++` jobs in `native-vcpkg.yml` fail during
`msys2/setup-msys2` with:
```
error: target not found: mingw-w64-x86_64-tools
```
MSYS2 no longer ships the MINGW64 variant of `mingw-w64-tools`; only the
`ucrt-x86_64`, `clang-x86_64` and `clang-aarch64` variants remain.
