Add Flight SQL ODBC Linux RPM install instructions (#826)

Add Arrow Flight SQL ODBC driver RPM installation line to indicate that
there is an official release available.
I am raising this PR to start a discussion on whether the Flight SQL
ODBC Driver RPM installers
(https://github.com/apache/arrow/issues/47877) can be considered
official releases.
The Flight SQL ODBC Driver RPM installers are published in the Arrow Yum
repository, for example on AlmaLinux 9:
