chore(ci): Use Windows ARM Runner to Build Windows ARM Wheels (#1002)
fixes #1001
Switch the Windows ARM wheels to use the Windows ARM Runner. Currently
It looks like the ARM64 target isn’t reaching the Meson build
configuration and is mapping the wheels to AMD64
