I did a couple quick searches that didn't turn up anything in the short
timeframe I allotted. It seems like something that should be obviously
possible. Another direction is to stop wiping out .m2, which is primarily an
immutable per-Jenkins-workspace cache. We currently wipe it out accidentally
because of how the Jenkins git plugin is configured. Unclear whether changing
that will work for us.
