We need to do following cleanups for Python BigQuery module.
* Add ReadFromBigQuery that wraps Read(BigQuerySource).
* Make WriteToBigQuery to use Write(BigQuery) for batch pipelines so that both
both batch and streaming users can use that.
* Update documentation of WriteToBigQuery
