Uses the `--clean-artifacts-per-job` flag from #5958 in the portable VR tests
After this change, there is never more than one instance of the 260MB of
staged artifacts under `/tmp/beam-artifact-staging/` (without this change, ≈200
copies (the number of VR test-cases) of the same 260MB are put in that tmp dir)
