I'm not sure why pre-commits are still failing. The error is that it cannot
resolve link
`https://beam.apache.org/documentation/dsls/sql/create-external-table/`. But it
shouldn't be resolving from `https://beam.apache.org`; the link should point to
the locally-served site, right?
