Move utility methods to construct enforcements and bundle factories based around enabled enforcements to the Enforcement enum. Only apply Immutability Enforcement if Immutability Enforcement is applicable to the producing PTransform. Remove EncodabilityEnforcement, as its responsibilities are handled in CloningBundleFactory.
