#503: Error reporting from Bloodhound, Trac and Plugins should direct to the

As discussed on the [http://markmail.org/message/jpifjr4qeicvfhss mailing
list], and seen in t:#11147, tickets generated from //Create// button on
the Internal Error page are posted to trac.edgewall.org. In cases that the
error occurs in a plugin, it appears that the ticket may be created on
trac-hacks.org. The purpose of this ticket is to modify the behavior so
that all tickets will be created on https://issues.apache.org/bloodhound.
