#520: Ticket page tidy up

I've got a long list of small improvements to the ticket page that don't
belong to any other ticket, are too much for just commit messages and too
little for individual tickets, so here is my one-captures-all ticket:
- Attachment area doesn't need to be collapsible. Other areas aren't
anymore either.
- Attachments header size should be in line with others (h3)
- Description header size should be in line with others (h3)
- Attachment text was too prominent, download .zip link also didn't need a
label
- Ticket properties values were displayed in new rows unnecessarily on
mobile screen sizes
- Last modified label on Description and comments is too prominent
(especially on comments it was more prominent than the comment itself)
... and an assortment of other equally small changes.
