As a follow-on to #503, we should also make sure that error reporting is
always directed to either i.a.o or the Bloodhound instance in which the
error occurs (and let the admin forward the error to i.a.o). The
`[project] admin_trac_url` setting may be useful for the latter, and I'm
not sure what the best solution is, which is why I've deferred the issue
from #503 to this ticket.
