#731: CommitTicketUpdater in multi-repository environment - after #695

The following features should be added (or at least tested) for the
CommitTicketUpdater (see #695) component under multi-(product |
repository) deployments
* Single ticket edits
- if multiple forks of the same repository are linked to a single
product
- if the same repository is linked to multiple products
* Updates should be consistent with installed ticket workflow (may be
an optional featured controlled by a switch in TracIni)
