 In my case, a move from Trac and then to LDAP triggered this. The name of
 one of the users was different in the local DB than in LDAP.

 I have confirmed that renaming the reporter of an existing ticket to a non
 existing user does NOT make the ticket disappear from the list. (even
 after restarting apache)

 The case of deleting a user from the user base via the admin pages or from
 LDAP needs to be confirmed. Will do when I have some spare time.
