To clarify, we didn't have transitive() back when I commented on this issue.

I respectfully disagree that your "true dependencies are almost never a single 
specific version".
* You want your build to be reproducible
* You need to define all the approximations you introduce - true dependencies, 
almost never, single specific.

"just guarantees that people trying to use both your code and some other 
person's will get clashes at resolution-time."
Please elaborate.
